Our Toshiba tv picture is slanted when there is a black line at the top and bottom. You don't notice when picture is full. How do I adjust.

My 10 year oldish Toshiba TV has wavy horizontal lines in the picture, and when there is a white background, it flashes. This happens on recorded shows through the Tivo, but not the DVD player. I've checked all connections and the cable signal is good.
