Every member (property owner) is going to have to pay $700.00 according to our BOD because of a lawsuit our former BOD placed on a member.The new BOD says they stopped the lawsuit because they figured the member was going to win (BOD spin). True?

From Colorado: The HOA has just received a complaint for a covenant violation. Over a year has passed since the alleged violation occurred. Is there a law that prohibits the HOA from enforcing the issue since a year has passed.
