    Retired From The Internet

    Mostly nothing.

The money for the prizes comes from the ticket sales. You're just taking a million dollars from a million people and giving it to one person. That person will likely blow it all in a few months (very few lottery winners have anything left even a year later), but the million people would have blown that dollar on something else anyway.

The lottery winnings are taxed, but the taxes just get spent on the type of people that buy lottery tickets in the first place, so again nothing happens.
