Programs that don't open files that contain foreign characters in their name or path. How to fix it?

    You'll probably have to reconfigure UTF-8 or Unicode headers.

    • How do I find it and how do I change it.
      Can you at list point me to a place where I could study it?
      in my computer the only files which contain "UTF" that I found are in Adobe folders in "Program Files".
