Help answer this question below.

Should a country that does Not have the death penalty, extradite a person (regardless of charge) to a country that does have the death penalty If it is likely that upon conviction that person could be executed.

    Yes they should, the person did commit the crime in the other country, they knew they had to follow the other countries laws.
