Why do I need to unplug and re-plug in my USB keyboard and mouse every time I turn on my PC in order to make XP detect them?

    Most likely because the driver for that device is not installed correctly or is corrupt. Try installing it properly and see if it works, otherwise it's just another Windows bug.
