I'd like to build a little on the previous answer.

While Americans' emergency services telephone number is 911, it's 119 in most other countries.

While Americans tend to write the date as month-day-year (e.g., 9/11/2004), most of the rest of the world writes the date in descending size: year-month-day.

So, even outside the USA (where 9/11 sounds like 911), the date and the emergency services phone number sound similar: 11/9 and 119.

As the previous answer implies, probably only the terrorists themselves know the significance, if any, of choosing 9/11. The vast majority of the 9/11 terrorists were Saudi Arabians (15 out of 19, I believe), so one's tempted to search out significance in Saudi Arabian culture, but I'm inclined to believe that the terrorists would've chosen a date that would resonate with popular culture in America.

It's interesting to note that none of the targets were religious (e.g., Vatican or the largest cathedral in NYC), and the date chosen was not a significant Judeo-Christian date.

    • I'm only aware of countries with 000, 111, 999 as emergency no.s. 112 is the international number.
