There seems to be no doubt that other living beings exist in the universe considering it's unimaginable size.
What struck me, IF the report is not a joke, is that why not propose the obvious, such as because the message NASA received from Voyager 2 can't be decoded, there's a problem with it's computers so it sends back garbled nonsense.
I suppose that wouldn't be worthwhile news.
