Fanfiction of the lion and the lamb variety. It is not rape, though it involves the tasting of "forbidden fruit", sexual arousal and attraction against ones will, the whole "fallen angel" motif, and the danger and desire of unconventiality and inhibition. It dances on the line of acceptable, without going over yet not going back. It allows one character to remain innocent and pure, despite eventually partaking in sexual activity, and the other to masquerade as a devastatingly sexual being of loose morals, despite waiting for consent (usually a whimper or moan of some sort indicating enjoyment, but it suffices).

Usually the pure-as-the-driven-snow character is female -- dub con fanfiction is a perfect example of the western idea of femininity and masculinity as it relates to sexuality.
It allows the author and reader to experience dark, primal, erring on the side of perverse erotica, however without the true sickness of nonconsentual sex, which is inherently devoid of sensuality or pleasure.

The whole idea that when someone says no, they really mean yes but are too stubborn or shy or what have you to say it? This is it.
