You said no new plate, every car has a begginning plate until a vanity one is made, where is the original plate? I would take proof of getting the plate with the tickets and maybe they will be dropped since he got them, or can prove they are on order, but until new plates have arrived, the originals should be on it no matter what. If I am missunderstanding plate, and it is not the liscense plate of the car let me know. It is very illegal to drive without a plate, for that is the only way a police officer could know if it is stolen or not, and most plates are removed for illegal reasons, ie, to rob a bank and not have a liscense number to report to the police. Good luck, does he have a reciept for the new plate? What happened to the old one, or is he waiting for a special made one, which in any case, until it arrives, the old one has to be on there.
