Was Judas intentionally trying to fulfil scripture when he "betrayed" Jesus? Didn't Jesus practically tell him to do it in the first place?

If Judas' betrayal led to the death of Jesus and if Judas was sentenced to eternal damnation in hell for those actions, does that mean that Judas has suffered more than Jesus for humanity's sins?
