At 13 it's a bit late to introduce discipline that may have been lacking at a younger age, as the respect for the parents is not high on the list of 13 year olds.

Discipline must start now, at home. The police can't raise him for you, the school can't raise him for you, the neighbors can't raise him for you.

The parent needs to reign him in. You are asking what you can do to stop your siblings behavior? As a sibling all you can do is try to verbally guide him, it's up to your parents to take action.

They need to back the train up and restrict his access to things, violent programs, violent games, violence begets violence, if he isn't being abused, where is he learning to hit from? Where is he getting arrested at? At the Mall? Don't let him go. On the street at night? Why is he out? Parental control is essential. It's a challenge to establish these boundaries suddenly when they weren't there anymore or if they were there, they need to be enforced now that they have been breached.

Your best bet is counceling. If the behavior is allowed to continue, it will only get worse before it gets better. Don't give up on him, but don't hand the problems over to someone to care for... if the parent doesn't want to deal with it, why would a stranger?

    • Society has decided they are smarter than parents. Good luck trying to bring them up properly these days. Spankings have worked for centuries. Millennia, actually. But we're SMARTER than everyone who ever came before us. Or so they would have us believe.
