Because Palin was trying to boost her alleged International Experience, by saying one can see Russia from Alaska. Specifically an uninhabited (uninhabitable) rock off the coast of Alaska. This is on par with saying "I like french culture, especially their fries". The worst part is Alaska boarders Canada, and as Governor of Alaska she actually had dealings with the Canadian government, but she never mentioned that.
Tina Fey's impression was spot on.

Alaska was russian territory just 150 years ago and naturally that alone creates a lot international issues. In addition there are plenty of issues of fishing, shipping, migration of eskimo and polar bears and usage of Bering strait and drilling and more. Bill Clinton could not see ANY foreign country from his state of Arkansas.

You understand that those issues are dealt with at the FEDERAL LEVEL OF GOVERNMENT, right? Sarah Palin would have had no part in negotiations with the government of Russia regarding such matters as governor of Alaska. Your statement was, in fact, BS.

Nope, not federal level. I intentionally omitted military bases, ICBM silos and interceptors, submarines, etc which are truly federal.
Native russian spaking population, orthodox christian priests, etc are all local State of Alaska issues. Migration of people legal or illegal MAY be federal but we all know that Feds ignore and do not enforce immigration laws and each state (CA, Nevada, Texas etc) hs to deal on its own. Fishery quotes and similar eco issues are in direct jurisdiction of States. Salmon fishing is subject of treaties between Russia Japan Alaska Brit Columbia Oregon Califorenia.

However, the CONSTITUTION OF THE UNITED STATES says the following:
"No state shall, without the consent of Congress, ... enter into any agreement or compact with another state, or with a foreign power ...." (US Const. Art. I, sec. 10, para. 3).

So that "treaty" would have been made at the Federal level.
