I was going to say that! Good answer. I HATE seeing people just toss their wrappers out of the car window, their cigarette buds on the floor, let their kids just toss things all over the place.
Such an anti-social thing to do.

A few times, I have made a comment to litter bugs. E.g. asked if they like living in a littered environment. Sometimes people are nice about it but some get aggressive.
Too bad- if I see bad littering going on, I will speak out even though it makes me feel like the litter nazi. Crap ends up in our waterways, like plastic bags, and kill wildlife.

It sounds like your council should organise a program to educate people. Some councils need a little push, perhaps if you email your council to make a suggestion they will listen. Schools in the area should be told to pay attention too, and instruct the kids how to behave in communities.
Shame that parents do not do "the right thing" by teaching their kids to use bins- how hard can it be!
