What logical reason could you use for doing such a thing?
Is the root damaging anything on your property?
Or, do you have some grude against him?
Trees provide too many benefits to be so thoughtlessly destroyed.
You need to get a life.

    • If you can't, then you're just not trying.
Provide shade, provide shelter for animals and birds; provide inspiration to the creative ("I think that I shall never see a poem as lovely as a tree ....." (Joyce Kilmer); help purify our atmosphere; provide building materials; provide materiel for mulch; provide ..... well, even you should be capable of getting the idea.
Do your neighbor ..... and yourself ..... a favor and back off. You're not proving apoint; you are proving your silliness.

    • Not trying? Let's actually examine how silly the benefits are that you report.
      a) "provide inspiration to the creative ("I think that I shall never see a poem as lovely as a tree ....." (Joyce Kilmer);" <== Tree-based though process is based on the placebo effect at best. I have never needed a tree for inspiration and I do not believe it could provide me any.
      b) "provide shelter for animals and birds" <== I do not need or want pet tree rats. As a taxpayer I have an extensive collection of birds and animals. The zookeepers look after them and any time I want I can go visit them for free.
      c) "help purify our atmosphere;" <== all the CO2 a tree absorbs is given back off when it rots
      d) "provide building materials; " <== these come from forests managed for timber production ... not from a spurrous tree in someone's front yard
      ...
and so on and so forth
