In the UK, it's been mandatory to use lead-free solder for a number of years now (possibly even a decade) and we have these RoHS guidelines published by the Government (and codified in law) which specify maximum amounts of lead in pretty much everything, not just plumbing.

The only reason I know of for taking your water from the cold tap instead of the hot water tap is that in many older houses, the hot water would be heated by an immersion heater element inside a roof tank, so the water would be sitting there for a bit before use - so it wouldn't be fresh. Therefore, it wouldn't be as safe or as clean to use as cold water - good enough for washing, but not for drinking. Cold water comes straight from the water main, so much safer.

Nowadays, the lines are blurred, with these combi boilers that heat up cold water as it passes through for things like showers and hot water taps... I still use the cold water tap out of habit.
