Having lost the instruction book for my sons 360 can someone please advise what the red outer ring around the power on switch means and how it can be corrected if possible.

if there are 3 lights showing, theres a hardware failure, therefore its most likely broken
if there are 4 lights showing, the connection to the tv isn't properly connected.
