Does the law in SC require that the home owners association give out a packet of information to someone before he signs the contract for the new house?

Can a HOA increase my dues based on delinquent accounts of others? I live in a condo and my dues have gone up from $159 to $214 a month. One of the reasons sited was the number of delinquent accounts they have. How is this not their res

My new neighborhood (in georgia) has 12/36 propertys sold. Per the covenants any lot/home owner has to pay the yearly home owner assoc. assessment. The builder owns the remaining unsold 24 lots. Shouldn't the builder be paying the same assessment?
