If you're referring to the prescription drugs like Viagra and Calais, they do work. Clinical trials against placebos clearly establish this. If you mean the OTC male enhancement stuff advertised on TV, like Enzyte, they are definitely placebos. The good news is you can tell the people who fall for them that with no diminution of the on the placebo effect -- because they also don't know what big words like placebo mean. :)
