As Pattijo suggests, start by calmly speaking to the owner about it. You might want to actually try and be aware of what is causing the dog to bark in the first place, so that you might have a suggestion if possible as to what can be done to help it stop.

If the dog is being kept outside, then there are many, many things that WILL stimulate it to bark. People walking by with or without their dogs, kids, and so on. Loud trucks (UPS, Trash, School Bus).

ABOVE ALL DO NOT YELL, BARK BACK OR MAKE NOISE YOURSELF AT THE DOG BECAUSE THIS ACTION WILL TRAIN THE DOG TO BARK MORE!!! Especially if the dog can not SEE what/who is making the noise..yelling or barking back is just one big fat frightening challenge to the dog...it adds to the existing problem about 10 fold!

If the neighbor blows you off, then check your phone book to see if you have a local NOISE ABATEMENT listing. You can check with the police if you do not find any such listing for additional help, but do not be surprised if this does NOT come under something they will get involved with.

Find out your local laws with regards to noise, they differ from area to area sometimes. In San Diego, as long as the dog is IN the house, it can bark. If being kept outside or in a garage THEN it can not bark past a small amount of acceptable time. Likely they will want you to journal when the dog barks, EVERY INCIDENT, and for how long for about 3 days to a week's time.

If you want to TRY AND HELP SOLVE THE PROBLEM buy them a KONG to stuff for their dog (stuff with plain yogurt, maybe a bit of peanut butter and small kibble then FREEZE IT over night so that it will last for hours of enjoyment, they can try leaving some music on in the house for the dog, to provide "white noise" from the street sounds that are stimulating it to bark.

Try to understand the dog is not barking to be bad and annoy YOU. Something or someone is adding to the dog's stress levels, and it is doing what a dog is more or less (in this case, perhaps LESS! would be a joy!) is created to do, protect the "home" warn strangers away from it.

The owners need to support the dog in having something ELSE to do and reducing it's stress levels so it can try and calm down.
