    Yes, but it is impossible to tell who will make a good parent until they are given a chance at it.
    (there are reasonable health and mental health exceptions, of course)

    In the US, extremely poor parents, can be subjected to state intervention. Teachers, neighbors, and care givers should be protected and encouraged to report suspected abuse.

    • See theirs plenty who have mentle health problems that would make GREAT parents but because society classes us all in the same boat we aren't even allowed to adopt. I think if you have a mentel illness as long as your dr says its ok you should be still allowed to have children and adopt. Each mentel illness is diffrent and not all beat or kill their children. so it should be CASE-by-Case not saying that all of those who are mentaly ill cannot adopt (please excuse my spelling)
