I know it sounds harsh but why should wheelchair passengers only pay 1/2 price on public transit buses? they take up 3 or 5 seats depending on seating design, require much longer to get on and off and cause many delays due to lifts getting stuck.

What logical reason is it that Hours of Service rules are different for truck drivers as opposed to bus drivers? (IDENTICAL TIL 2004)?
