When i am playing Fallout 3, it will freeze even if i am looking around and i have to use task manager to exit me out. Help, i like it alot!

Is deleting temp. files, add-ons, etc. the same as cleaning the disk? Also, when I click on an icon, slow to react?

Not necessesarily. There's a lot of other things that can be done before that. I'm using a celeron 2 gig, you honestly think I'm gonna pay for a 2.8, when I can turn the 2 into a 2.8 for free? My 2 IS running at 2.7. It all depends on the mobo and proc.
