Microsoft Configuration (MSCONFIG) is used to control the start up behavior of your operating system. It's a handy program but there are better ones out there like Autoruns and Spybot Search and Destroy has one built in to the program (under advanced mode, then tools, then add system start up option) that does not require you to reboot after you close the program.
