If a rock bounces out of, or is kicked up by another vehicle, is that driver liable for paying to fix any damage to a vehicle behind it even if it displays a message stating "not responsible for broken windshields"?

    If you can prove that the owner of the vehicle that caused the damage was negligent, you can file a suit and win a settlement for the cost of repairing the damages. The deciding factor here is can you prove the driver or owner of the other vehicle didn't behave in a responsible way to prevent the accident. Say for example the tarp covering on the dump truck wasn't closed.

    • Or even prove they actually were the vehicle which tossed the rock.

      You need undeniable proof and you'll never have that, unless you have a video camera running on your dash.
