I suspect when your wife spends she does not consider this particular spending to be "wasting money". So what might be needed is changing the way she thinks about the subject. Ask her what her spending priorities are and how any particular expenditure fits into that picture. Then work on possibly changing that "picture" so the vision she holds is different. To change a habit you really need to change the way of thinking.
