    I have very limited knowledge about internet history... from what little Google- and Wiki-research I've done in the past, and from what little knowledge I've acquired through self taught programming - I think I'll offer what I believe to be the correct answer :

    http : // info . cern . ch/ (link spread out so it wouldn't be "clickable") - a website developed and served by Sir (Tim?) Berners-Lee who had a major contribution to the creation of hypertext (and the internet in general). I'd estimate the website to have been completed and put online sometime in 1990 or 1991, most likely '91.

    http : // info . cern . ch/, from what I remember, contained information about the World Wide Web, its purpose, how to open and use a browser, and so on. It had, after other sites were built, links to other URLs on the web.
