You can refuse to have your pay cut and make them fire you so you can get unemployment at the higher rate. Also you need to talk to US Department of Labor in Raliegh and the NC Department of Labor. Make sure you talk to them both.

You're reading I am a full time employee with agency in NC. The agency is restructuring. I was informed that my pay will be cut by approx. 50% on 7-1-08 and my title will changes, however my duties will remain the same plus added duties. is this legal?
