Can children services enter a home with the police if there is no search warrant and they have talked to the owner of the property that day and set up a time to meet with them on that same day?

    If they believe there is a child in immanent danger, they can enter, with the permission of the owner.

    Usually the rental agreement requires the owner to make arrangements with the renter before entering the apartment, but when the police come, the owner will often cooperate.

    If there is a problem with the action, the renter can file a complaint with the police department, or get a lawyer to represent the case in court.
