If a ferris wheel could carry 30 people, would it take a lot more power to turn if it was full, than empty?.

    "A lot" is subjective. It would certainly take "more" power to turn it when it's full than empty... but overall, my guess is that the weight of 30 people is only a small fraction of weight of the wheel structure itself; but that's just a guess.
