Driver license is a money making gamut. In poor countries if there is a car around you start driving early as 7 years old. No one makes money with registration, insurance and court fees of who honked first and long causing a breakdown.

What you say may be true, but also a car is necessary to make money to live on as well. The license does not in itseld make you a good driver this is where insurance comes in for when you make some dumb mistake or someone else does.
No country would be where it is today without cars and trucks a license only says you have passed a certain knowledge level that you know the rules of the road to help prevent accidents.
Therefore your question is rather, but not completely, invalid from a practical point of view.

no country , our country , would not be where it is without trains and truckers....
and it would also not be where it is if we moved the eligibility to drive to 18....
this is a different world and society...
i learned to drive at 12..taught my kids at 12...they just never owned,drove without good reason, or had to be insured and buckled up,etc. then like we have to today....
i hate wjen 16 yrs. are out of school for summer...their wrecklessness is rampant and everywhere, ALL SUMMER LONG NOW...

I learned to drive around the time you did as well. I obtained my drivers license at age 14. My father farmed and I needed to drive on public roads to get the crop to in this case the cotton gin. At 10 to 15 miles per hour with 5000 pounds of seed cotton on a trailer behind the pick-up my main worry was how many tires I would have to change on the 23 mile trip.
I understand your frustration with some drivers and yes, some teens are wreckless in the way they drive but I would bet just like mine your driving record has a glitch or two in it as well. I have also seen much worse driving from adults as well so it isn't just teens!
Laugh it off, shake your head and watch out for them; that is the best thing you can do..getting angry doesn't help you or them! By the way I am now 70+

im not angry..just worry when the kids are playing and the teens are flying....
at 13 , didn't get lisc. til 16, i drove my dad to the city(32 miles just to there) to his job,brought the car back to my mom and caught the bus...and no, no glitches , EVER, on my record...(i test drove cars in CA. had to have a PERFECT driving record:)
i just mean the adults are bad enough with their 'hurries and road rage' and the loose teens makes it WORSE....
i shake my head and go on already and have always wathched out for the other driver, they scare me , my driving doesn't...
i am 50+...

I understand what you are saying. A case in point here where I live. The school bus was stopped, had its red lights flashing, the side "stop" with red lights flashing on the sign. The little girl about 12 or 13 crossed the road to the waiting bus. An eldely man hit and killed the child! His reasoning, "He was in a hurry to get into town and didn't think he needed to stop." He was not a teen he is in his late 60's!
