I just learned something new on this. My new Dell Optiplex has been doing this. I checked Dell's online knowledgebase, and they said it can be casued by the reflectivity of the mousepad surface. Ironically, it can even be a problem with the Dell mousepad that comes with the PC--which was what I was using. I switched to a dull, fabric covered pad and have had no more problem. The mouse doesn't slide quite as easy, but I prefer the tradeoff. So, I'd say, try a non-reflective surface rather than a desktop or hard surfaced mousepad.
