The batter is out. I have seen this many times when the outfield fence was a lot shorter.

In the case of the catch and falling over the fence, batter is out. Any runners on base move up one base if less than 2 out. (OBR 7.04.) If he is on the fence while catching the ball or in the air or climbing, the catch stands and any runners on base must tag in order to advance unless the fielder falls into the dead ball area, stands or other out of play area.
