Yes the person can be held accountable and prosecuted too. Of course, if I happened to see them do it and can catch up to them...the aforementioned situation might become moot!
I've already punched some dipchit in the nose for deliberately trying to hit a loose dog on the road...caught him at the next signal light, and several other pissed off people joined me, when he thought about hitting me back. It didn't work out too well for him, since THEY also saw what he tried to do...
and the doggie, was caught up safely by another kind hearted person.
Neighbor believed to have stolen our cat. She has done it before to others, she says no. Can we call the cops to have them check into this?
