I agree. If you sent a child away because there were no good schools nearby, that would not be neglect, but sending them away just to get rid of them is.

not all children are sent to boarding school because parents don't want to deal with their children. Oft times, it is about logistics, difficulties, or the child wants to go.
Many parents work in jobs that make it difficult for them to give the full time to them and they look at the English school programs. England has believed that boarding school helps the children to gain individuality and strength for the futures.
Second, sometimes children get into trouble in their local area. Many Judges will offer boarding school as an alternative (get the student out of the local area and into a fresh start.)
Finally, many children want to attend boarding school. My child wanted to attend; she felt that it was likened unto college with dormitories only more supervised. She had a chance to choose her future. It gave her focus, because she hated having to play "keep up with the peers" in her local school. She graduated in the top 2%, graduated university magna cum laud, and it planning to start her own boarding school.
