    "To prevent the President from dismissing officeholders who supported the congressional reconstruction plan, Congress enacted the Tenure of Office Act in 1867. It required the approval of the U.S. Senate for the discharge of any federal official whose appointment had been made with the advice and consent of the Senate. Johnson defied the act..." (Roberts, 220).
