Usually it means the guy has a problem. Illegal alien, outstanding warrants, no insurance if required by State law, whatever.
You did the right thing to call your insurance company. Let them handle it.
You did damage his property and he is entitled to compensation. If you did $1,000 worth of damage to his car he should get $1,000. He has NO obligation to spend that money repairing the car if it is his car. If he is making payments and the finance company has a lien things get more complicated. Let your insurance company handle it.
Do not send $ on your own.
