If I may, I would like to answer this question from the perspective of a man who has been castrated.
Removing the testicles, and therefore testosterone, will not likely quell the urges of a sex offender. Sex is just as much mental as physical, and even though they have been neutered their thoughts will not change.
Due to injuries in my teens, I had to have both testicles removed at age 25. I have had great sex with my wife since my surgery, but the thought of molesting children has never crossed my mind.
I have no idea of the thought processes of a sex offender. I firmly believe it is more of a mental disorder than a hormonal process. Psychatric halp may be useful. I truly don't know the proper answer.
