It's Bedouin. There are two types of Arabs (not only in Kuwait), the local arabs and the desert arabs(bedouins). They are differentiated from their economical status, skin color, and behaviour.

Local Arabs - are white skinned caucaseans, rich, hospitable and extravagant.

Bedouins - are dark-skinned or dark-/dirt-brown skinned caucaseans, poor, and have wild attitudes and simply out-of-the-modern world.
