Is it possible if you dont insert your penis all the way into the vagina and your just rubbing with it on the outside to get the girl pregnant?

Yes it is possible, if you rub vigorously enough to produce sperm either in the form of pre-cum or a full blown ejaculation, excuse the pun. If sperm is present on the outside of the vagina it can get inside, And if everything is working properly with her and the timing is right ...well then she could get pregnant.
