Basque is a language isolate - it is not known to be related to any other language (though people have tried their hardest to make it fit). It was probably in Europe before the Indo-European languages arrived.

However, that doesn't mean that the language group Basque belonged to (all other variants now presumably extinct) was the first in Europe. An older version of it was known in Roman times. But as far as I'm aware, nothing is known about the languages of the neolithic peoples of Europe.

Therefore, there is no evidence to link the Basque people to these earlier people.

    Very interesting question, incidentally.
