A Pope can be anathematized by an Ecumenical Council. Pope Honorius was anathematized by the 6th Ecumenical Council because - out of negligence? - he did not condemn the heresis of Monothelism but in his capacity as Pope of Rome he accepted in a letter to the Patriarch of Constantinople the heresis. The anathema was confirmed also by Pope Leo II.
