There is, of course, no one answer to this because there are a number of excellent universities in Canada, and it is often a matter of opinion which is best. We all have our own perspectives on what constitutes an ideal school. It also depends what program you are looking at; all schools have programs of particular strength, i.e. McMaster is known for health sciences, Western for business, etc.

Generally however, The University of Toronto is probably the most internationally recognized school, ranked the world's 24th university in an academic ranking of world universities. It is the largest university in Canada, is known for being difficult to get into, and publishes the most research in North America after Harvard. Any degree from the U of T is usually seen as a good one. For many people, this may be the criteria for the best university. Others might hate the idea of a large university, and might see the relatively tiny school of St. Francis Xavier, in Nova Scotia, as the best.

As I said before, there are still many other excellent institutions in Canada, all of which are well-regarded: Queen's, Western, UBC, McGill, University of Alberta, to name a few. Ask 5 different people what Canada's best university is, and you'll get 3, 4, 5 different answers. It really is crucial to choose according to program. Maclean's Guide to Canadian Universities (http://www.macleans.ca/universities/index.jsp) usually does a great job of clarifying this.
