no. An oxymoron is where two contradictory terms are combined.
If a lion was widely known for it's dishonesty then you may get away with it. I don't think it is though.
An "honest liar" would be one.
Describing someone as "outrageously plain" is another.
A "foolish genius"
"Extremely mediocre"
Could go on a bit here.
