Although genetics plays a part as stated in other answers, other factors also account for penis size in the male. Your habitat plays a big factor on your bodies development. If two males who were genticaly identical, were raised in two seperate inviroments; lets say one was starved, and the other feed high protein foods, then the starved male would be smaller in features (including his penis) as he would not have had the nutrition to grow properly. On the other side, the male fed with high protein foods would grow larger than his identical counter part.

The best way to determine a males penis size is by looking at his size (not to be mistaken with being over weight, and muscle gained through exercise), as the human body tends to grow proportionatly. Although there are exceptions.
