If you can, take it to another dealership.
The "Check Engine" light (or MIL in technician-speak) indicates that fault codes have been set in the engine computer, and those fault codes *should* lead the technicians to a proper diagnosis.
The "growling" noise should also be a dead giveaway if it is in fact related to the emissions control problem.
These things are difficult to diagnose over the Internet, but you have enough symptoms that a decent technician should be able to find the cause.

You're reading I have a '06 Civic EX auto sedan. "Check engine light" keeps going ON. Brought to the dealership twice already and it came on for the 3rd time. They said it's a solenoid problem?? Engine makes a Growling sound and "skips" when driving. Anyone know?

Would like to add that any problems should be under warranty, and the dealership should fix the problem immediately if they are able to know what it is.
