When serving, is the server allowed to serve the ball so softly that it could bounce twice on the receiver's side if he were to not hit it? Secondly what it the serve hit the receivers side once, and then the ball went off the side of the table?

Table tennis players never call the fast, skilful game they play 'ping pong', the name of which implies it doesn't need much skill and is slow. However, looking at the 'Related Articles' on the right of this page it seems that the term 'table tennis' is unknown in the United States.
It seems I might have found yet another example of the difference between English and American use of language.
