    Are you sure its

    1. eczema (an allergic reaction causing open scabs) and not

    2. psoriasis (more usually in areas with hair, this is overactive skin renewal looking like red scaly patches and rampant dandruff), or

    3. a viral infection where something nasty got into a hair follicle or a spot and then itching spread it.

Red itchy eyebrows can apparently be a yeast infection, a chemical allergy, eczema, psoriasis, rosacea, ulerythema ophryogenes ( http://www.wrongdiagnosis.com/medical/ulerythema_ophryogenes.htm ), a fungus, ringworm, seborreah, keratosis pilaris, stress, mites,... you need to make certain what you are dealing with!

    1. Excema: Switch to Simple soap or a ph balanced face wash, cut out the makeup etc and anything that might irritate the skin, then calm it with oils as mentioned by others (bio-oil might help as well). Also switch to non biological washing powder, especially for your pillowcases and change what you wash your hands with so that accidentally itching (in your sleep etc) wont inflame it all over again.

    2. Psoriasis: As above, but try coal tar soap or another topical treatment http://www.psoriasis.org/treatment/psoriasis/ and watch your liver - drink plenty of water, cut out alcohol etc.

    3. Fungus: You might try very tiny applications of over the counter canesten of the kind used for athletes foot (as well as thrush), but read the instructions very carefully in case putting it near your eyes is really silly.

In short (after all that) you need to ask a skin specialist.
