First the answer to your question is no there is no rule against holding the ball in the fourth quarter. One of the answers addresses the closely-guarded rule which says a player in control of the ball can not hold nor dribble for 5 continuous seconds while being closely guarded. This is covered in rule 4 of the rule book. Closely guarded is having a defender within 6 feet of the player with the ball. One of the answers also discusses the passing from one player to another continuously for the fourth quarter, this is the most common way of stalling the ball although it is likely for the defense at some point to come up and foul or begin a closely guarded defense.
