The island of Taiwan has been under Chinese rule since the 17th century, when Han dynasty traders and seasonal workers settled on the island. In 1949, when the Nationalist Chinese forces lost the civil war to the Communists, they relocated to Taiwan. Chiang Kai-shek, the general in charge of the Nationalist forces, declared the Taiwanese city of Taipei as the temporary capital of the Republic of China. Chiang still considered the ROC the only legitimate government of China and until his death in 1975, he continued to make plans to invade mainland China and defeat the communist People's Republic of China (PRC).

Until 1971, the ROC held China's seat on the UN Security Council. When the UN finally recognized the PRC, the ROC walked out, refusing to sit in the Genral Assembly if they were denied recognition as the "official" Chinese government. Until this day, Taiwan has no seat on at the UN.

The Republic of China is currently only officially recognized by 26 nations, mostly small nations in Central America and Africa. This is because the PRC refuses to have official diplomatic relations with nations that recognize the ROC government. Most major nations maintain unofficial semi-diplomatic relations with the Republic of China.

In 1991, the ROC President, then Lee Teng-hui, stated that the ROC will no longer contest Communist rule of the mainland. Currently, President Chen Shui-bian has stated that "there is one nation on each side of the Taiwan Strait", which means that he no longer considers Taiwan and China to be united by anything but history. The National Assemlby of the ROC has not formally renounced their claim to China or outer Mongolia, nor has it officially declared independence.

The position of the PRC is that there is "one China" and that Taiwan is a rebel province. They have strongly threatened military action if Taiwan formally declares independence.
